Show Ordinances and Resolutions Ordinances and resolutions are the frame of City government. The following were approved by the City Council during 2010: Ordinance 2010-01, ratifying the Official Zoning Map for the city, was discussed. The original zoning map was adopted in 1999. Over the years numerous amendments to the map have been made, which may or may not have been properly designated. The City desires to zone the parks and certain other property, primarily governmental, as open space. The new map brings it into further compliance with the General Plan, to effectuate current zoning policies and practice. The Ordinance was unanimously passed, January 21, 2010. Ordinance 2010-02, amends Community Forestry and Gardening. The ordinance is already in the municipal code, but the staff proposed it be amended. It eliminates the forestry commission, and outlines the job description of a community forester and community gardener; recommended by the Planning Commission, It was unanimously approved June 17, 2010. Ordinance 2010-03, amending regulations for Landscaping, Architecture, and Screening, recommended by the Planning Commission. It makes the ordinance easier to read, and primarily affects commercial and industrial areas. It requires developers of subdivisions over 10 lots to mow the weeds twice a year. It was approved unanimously June 17, 2010. Ordinance 2010-04 amends the A-1 Zone to allow for recreational uses, outfitting, sporting goods, and motor vehicles/RV sales within 150 feet of the Central Business District Overlay which includes a portion of 17th Street, an incremental approach. Mr. Morris explained that this ordinance is the latest version of the ongoing issues with certain properties near 17* Street. The Planning Commission recommended approval; Council approved with three in favor, two opposed, June 17, 2010. A proposed ordinance was prepared by a committee of all cities and the county who seek to coordinate a cooperative plan for the establishment of trails and pathways throughout the county. Randy Phipps represented our city on the committee. It is the intent of this ordinance element of the city's general plan to promote, plan and protect non-motorized public trails and pathways, and to maintain and enhance the local beauty, atmosphere, rural lifestyle, outdoor recreational opportunities and sense of community. In conjunction with Weber County and other municipalities, the city has prepared trail and pathway plans and policies, identified potential future trail and pathway locations, and identified trail and pathway access points. All trails will be built as development occurs, or the landowner is in agreement, as eminent domain does not apply for trails under current law. All will be funded with impact fees. Developers can construct them as was done at the charter school, and is proposed at the Slaterville Commercial Subdivision, as it counts toward their landscaping requirement. Ordinance 2010-5 for the adoption of the County Cooperative Pathways Master Plan as an Element of the General Plan, was passed, with all approving it at the Aug 18, 2010, meeting. Ordinance 2010-06, amending the zoning map from Manufacturing (M) to Agriculture (A-1) for one lot at 828 West 1700 South, as requested in an application by Cory Combe, was approved unanimously on September 16, 2010.. Ordinance 2010-07, amending Road Designation and Building Addresses and naming 1500 West Street to include "Venture Way," was approved on November 18, 2010. It was requested by Venture Academy student ambassadors, who will pay for the sign. Resolution 2010-A, which extends the Questar Franchise Agreement, for two five year terms for a total of 10 years, with a one time $50.00 fee to the city, was approved January 21, 2010. |
