Show Quail Meadows Subdivision Memorandums from the City Engineer, Jones and Associates, dated May 20, 2009, and January 7, 2010, recommended the conditional acceptance of the Quail Meadows Subdivision, subject to the developer completing a list of outstanding items before final acceptance. At the May 2009 request, the developer had not moved the power pole out of 1200 West, so the council did not want to act on the acceptance until that item was complete. The developer also needed to provide a set of as built drawings to the City Engineer, place monuments, complete some backfill, and other items. Staff would like to start conditional acceptance in order to help get the project complete. After discussion, conditional acceptance subject to the City Engineer's memorandums of May 20, 2009, and January 7, 2010, was granted by the council by unanimous vote, on February 18, 2010. A letter from the FDIC was received in August 2010, indicating the subdivision was not in their receivership. It said that any money which was in escrow was lost due to the closure of the bank. Mr. Ken Martin said there was about $35,000 to $50,000. Mr. Morris clarified that actually it was a paper trail and the city did not lose any money. Weeds are bad at the vacant home in the front of the subdivision, which was owned by Dr. Imani. Councilman Scott VanLeeuwen said Dr. Imani said the developer of Quail Meadows subdivision, Mr. Holman, purchased the home and still owes him money for it (August 2010). Parks and Our World A bid for the extension of a secondary water line along 1200 West from Quail Meadows Subdivision to the Marriott Park was issued. The bids were opened March 23, 2010, at 10:00 a.m. The council alloted funds of approximately $30,000.00 necessary to complete the project. The irrigation project began at the Marriott Park on Monday, May 28, 2010. Once the line was placed, Dave Combe installed a pressurized sprinkler system at the park. A 6" line was placed, so that it will be able to supply the whole block, including the IRS Annex and the Hoth Apartments. The park water will be stored in a basin and pumped out The larger line was installed before the road was paved, so that the road will not have to be torn up to put in a bigger line later. Our city has been named a Tree City USA by the Arbor Day Foundation for the fifth year. This national recognition honors the city for its commitment to community forestry. We also received the Growth Award for our municipal gardens and river corridor preservation efforts. Mayor Keith Butler, Mr. Morris and Jonathan Saunders accepted the Tree City USA Award at a ceremony in West Valley City in April. The staff and Council met with about 30 residents for the dedication of the park at City Hall. The beautiful park north of the City offices was dedicated on April 15, 2010, as the Clifford and Elizabeth Blair Park. The dedicatory prayer was given by Brent Perkes of the Parks Committee. The event also celebrated Arbor Day. In May, President Dennis Ilium reported that a lot of debris in Mill Creek catches in the trash trap, creating a mosquito problem when it makes a pond. The Nature Center was reminded to clean it out. Problems with beaver dams on Mill Creek and lateral ditches occur. The Binghams are having problems with a plugged ditch south of their house on 1900 West. The state is responsible for that ditch, as the water drains off 12*1 Street, and was asked to deal with the problem. By July, the construction at Marriott Park was complete for this year with a new playground and a pressurized irrigation system. Both the Marriott Park and the Slaterville Park have bowery and kitchen facilities, the City Hall Park (the Clifford and Elizabeth Blair Park) has bowery facilities and municipal 13 |
