Show A bid for the resurface of 1200 West between 400 North and Wahlquist Junior High School was advertised. On October 5, 2010, the four bids received were opened. Post Asphalt $75,158.52 Granite Construction $60,016.00 Staker/Parsons $60,512.55 Advanced Paving $59,872.50 The low bid from Advanced Paving and Construction was awarded. Additional leveling fees of about $20,000.00 were added. Council President Dennis Ilium added that both road projects on 1200 West have shoulder work to complete by adding road base. Advanced Paving will perform some pavement restoration on roads where severe problems exist. President Ilium said the road problem on 1700 West near the Pilot Gas Station needs to be dealt with due to the heavily loaded trucks which come there. After consultation with the Sewer District, in October 2010, the Weber County Sewer District Board has agreed to contribute approximately $121,000.00 towards the resurfacing of Pioneer Road between S.R. 126 and 2800 West as a result of impact from the sewer plant reconstruction. This project will begin in the summer of 2011. The city's side of 1200 West was sprayed from the nature center to the fair grounds to control weeds. In September, All Star Striping was contracted to stripe all roads in the city requiring striping, before winter began, at the cost of $5,125.00. At the September 16, 2010, City Council Meeting, Chris Breinholt, City Engineer with Jones & Associates, presented a traffic study on road capacity concerning pavement and shoulder width. The study by his office, follows ASHTO safety standards. It showed each home in the city contributed an estimated 9.7 trips per day. No traffic coming from outside the city was considered. The result shows the roads in the city are not wide enough to accommodate future development. Pioneer Road is the biggest problem. Most roads in the city are rural roads, and need to be improved as development occurs. President Dennis Ilium requested that the study be updated to include pass through traffic also, so that the situation can be addressed further. The City requested UDOT to conduct a signal study for the intersection at 1900 West (S. R. 126) and 700 South, which had been requested by some residents. The study was made earlier this year and in October, UDOT denied the installation of a signal at this time. No further action will be taken until the intersection meets the state's criteria for a signal. Legacy Highway A pending issue of importance because of impact to our community is the North Davis Corridor currently being studied by UDOT. Response from previous meetings has indicated strong opinions on preferred corridor locations. At the January 21, 2010, Council Meeting, Randy Jeffries, UDOT, gave an update on the upcoming West Davis Corridor Study, for the purpose of environmental clearance on this project. He said the study to date does not show a need for the project to extend to Ogden Bay. This study goes only to 12*i. Street. The corridor would be completed by the year 2040. Concern about congestion on 12*i Street was expressed by the Council. UDOT and the Federal Highway Administration held open houses in February, June 29-July 1, and August 3-5. requesting public comments. n |
