It had been sued by civil rights groups and was operating under federal court order due to overcrowding and other problems when the bond election for the new jail finally passed in 1998. Inmates had been kept in the top four floors of the Municipal Building downtown since the 1930s until the Kiesel Facility opened in 1986 and was immediately at capacity. There are no longer any cells in the Municipal Building and the Kiesel Facility serves as a medium-security site. But Slater doesn't like to talk monuments.
