In addition, the construction work at the Weber Central Sewer facility has involved heavy construction equipment and trucks, which have been very hard on Pioneer Road. Planning meetings and negotiations have taken place in effort to improve or correct problems, without the entire financial responsibility to fall upon Marriott-Slaterville City. Of course, pot holes are found after each winter's damage, and must be repaired. In the February Pioneer Post, City Council President Dennis Ilium reported a number of projects to take place in 2010. Reconstruction of 400 North through UDOT, and major repairs on 1200 West are two which have been undertaken. The UDOT notice to proceed on the 400 North reconstruction project was issued on June 14, 2010. Staker and Parsons Construction was awarded the bid for the reconstruction. Work was scheduled to begin as soon as underground utilities were moved, as discussed in a meeting on May 26, 2010. The project must be completed 100 days after the construction begins or the company faced a fine. In addition to the actual reconstruction, landscaping, with trees, was required, as well as street lights, sidewalk, curb, gutter, and a big storm detention basin next to the miniature golf course. CRS Construction, managed the project from a temporary on-site trailer office at the city's rear parking lot. Then in July, the long-planned reconstruction of 400 North began. Those omnipresent orange barrels had a new home on 400 North, as utilities were moved in preparation for construction of the road from 1900 West to 1200 West. Narrow lanes, one-way roads, and other delays became the norm. All businesses on 400 North remained open. In an article in the Standard Examiner on August 1, 2010, Mayor Keith Butler requested that residential and commercial traffic normally using this road use 12*1 Street, Harrisville Road or 2700 West instead. The steady traffic flow was making it difficult for work to be completed on schedule. Truckers and other commercial users accessing Business Depot Ogden were asked to use the detour route of Depot Drive via 12*i Street, or 2nd Street via Wall Avenue. Weber Industrial Park should be accessed by 2700 North and US 89. Work on the reconstruction was plagued early with utility problems due to the many underground utilities in the road. This soon made the project one month behind schedule, with the completion extended to mid-November. More traffic delays occurred with the opening of school in August 2010. At the August 18, 2010, City Council meeting, City Administrator Bill Morris said there have been a few other problems on the reconstruction, one of which occurred when a person drove through newly poured concrete at the intersection. Also the detention basin was dug too deep and got into groundwater. A problem arose after the roadwork itself was completed; a portion of the new street failed to pass an asphalt test. That portion will have to be milled and replaced by the contractor at their expense, approximately $150,000. The road has been sealed and may be slippery this winter. Landscaping and some sidewalk construction are delayed until 2011. Staff called four asphalt companies to bid on the overlay project on 1200 West. The engineers estimate for the project was $122,835. The bids were opened on September 8, 2010, at 2:00 p.m. Bids were (a) Post, $121,720; (b) Parsons, $110,936; (c) Advanced Paving, $116,250, and (d) Granite Construction $107,260, which was the low bid. Papers were signed, and work began while part of 1200 West was closed. The council approved $125,000 in expenditures for the project, although the bid was lower, so that the shoulders could be improved and possibly more road paved. 10 |
