Show AN ALL-OUT EFFORT TO DEVELOP ALTERNATE SUPPLY SOURCES. THIS THEY DID SUCCESSFULLY AND THE PRESENT SURPLUS OF COAL IS AN AUSTRALIAN SELF- INFLICTED WOUND. THIS HURT ALL AUSTRALIAN PRODUCERS, INCLUDING THE NEWER MINES THAT WERE OPENED IN UNWISE ANTICIPATION THAT THE ARTIFICIALLY PROPPED-UP PRICES COULD BE MAINTAINED PERMANENTLY. BUT EVEN AFTER THE WHITLAM GOVERNMENT FELL UTAH EXPERIENCED DISCRIMINATION. THE SUCCEEDING GOVERNMENT WOULD NOT ALLOW UTAH TO DEVELOP ITS RESERVES WITHOUT MAKING CONCESSIONS NOT ASKED OF AUSTRALIAN COMPANIES. BUT WORST OF ALL WAS THE COAL EXPORT LEVY PUT IN BY THE WHITLAM GOVERNMENT. PRIME MINISTER MALCOLM FRAZIER PERSONALLY ASSURED THE_ HEAD OF GENERAL ELECTRIC AND ME THAT THE LEVY WOULD BE REPEALED. AND SO IT WAS - FOR VIRTUALLY EVERYONE BUT UTAH. WITH CRAFT AND GUILE MORE WORTHY OF A BANANA REPUBLIC DICTATORSHIP THE STATUTE WAS SO DRAWN THAT UTAH'S MINES WERE ABOUT THE ONLY ONES STILL SUBJECT TO THE LEVY. THIS CERTAINLY WAS CONTRARY TO THE SPIRIT IF NOT THE LETTER OF THE TAX TREATY BETWEEN AUSTRALIA AND THE UNITED STATES. IT CANNOT BE AUSTRALIA'S PROUDEST MOMENT. 6. |
