For many years privite investors had tried to build a bridge. But in 1929 the legislature decreed it would be a public project, and 75,000,000 bonds was authorized. But bonds didn't do so well in 1929. :15 Newspaper headlines (B) In 1932 a federal bank, the Reconstruction finance Corp. bought the 75,000,000 in bonds to finance the bridge. Bohemian Herbert Hoover was instrumental in this. :05 Engineers :04.5 Plans CU :05.5 Surveying :08.5 WS Bay crossing Many designs were considered. The most difficult marine survey ever attempted showed there were many problems. Engineers drew up thousand of drawings.
