The better informed and the more enthusiastic the solicitors are, the more the prospects know about Red Cross, the more receptive they will be — and the better the results. The Campaign Guide presents the significant and progressive steps necessary to the achievement of a successful campaign. All the plans contained herein are the result of successful chapter experience, and can be adapted to fit any situa¬tion. Every campaign has three distinct phases — PLANNING, ORGANIZATION, and SOLICITATION. Planning the campaign is the responsibility of the fund campaign planning committee, whose members are appointed by the chapter board of directors. This committee should choose or recommend to the board a fund chairman and should develop the campaign plans. When this committee has finished its work, the fund chairman and division chairmen will have been chosen. These persons, together with such additional members as the fund chairman may select, will constitute the campaign operating committee. The operating committee will then organize and conduct the campaign. At its conclusion, the operating committee should review and analyze the campaign, leaving complete records, analyses of strong and weak points, and recommendations for the next fund campaign. In many chapters only one committee will be used. Such a campaign committee would combine the functions of the planning and operating committees. I. PLANNING THE CAMPAIGN Planning is not a one-man job. The best planning comes from a committee representing varied interests and having wide experience. The planning committee is created by the board of directors, which has primary responsibility for the fund campaign. 1. THE FUND CAMPAIGN PUNNING COMMITTEE Selects the fund chairman. This should be done in conjunction with the chapter board of directors. It is recommended that the fund chairman be made a memoer of the board of directors. 2. Studies and analyzes the last campaign. a. Was preparation made early enough? b. Results of last campaign by divisions. c. Did campaign start on March 1? If not, did delay hinder? Was a time schedule prepared and adhered to? d. What obstacles were there? Conflicting campaigns? Closing of plants? Criticisms? Population shifts? e. New economic and psychological factors? f. Did chapter board actively sponsor and assist the campaign? |
