Show India Urges Red Cross Probe Of Germ Warfare Charges i New York Times Service TORONTO, ONT., July 31— The Indian government officially suggested Thursday that all Communist charges about germ warfare and prisoner treatment in Korea be aired fully here under Red Cross sauspices, with both sides directly participating. Acting on instructions from New Delhi, Shri R. R. Saksena, Indian high commissioner to Canada, declared the charges "too serious to be lightly dismissed," that the ifcsue transcends parliamentary considerations at the conference, and that the best way to get at the truth is with the "searchlight of investigation." With the United Nations itself a belligerent in Korea, Saksena said the Red Cross is in a "unique position" to effect a settlement by such "competent and mutually acceptable body" as might be established. It was.noted that although at the outset he defended the international committee of the Red Cross, which has borne the brunt of Soviet attack, the Indian did not mention it specifically as the Red Cross agency which might direct the inquiry. The Indian spokesman said that Wednesday's session, during which Polish, Red Chinese, and North Korean delegates relent-I lessly hammered at the germ war-; fare and prisoner issue, had caused him "deep misgivings,' although he was careful to adc that he did not intend to "pro nounce judgment." United States sources have conceded privately that the germ warfare propa ganda has had its most telling effect in India. Mercy Groups Hit ^Curtain' New York Times Service TORONTO, ONT., July 27— Former leaders of Eastern Europe Red Cross societies Sunday night pressed their fight to have the political character of the present Red Cross groups in Iron Curtain countries denounced at the international conference here. A documented memorandum citing alleged abuses in Poland, Romania, Bulgaria, Czechoslovakia and the Baltic states, is in the hands of the conference presidium. Officials of a new group, calling itself Red Cross executives in exile, announced at a meeting that they "hoped" it would come up under Item 15 of the conference agenda, relating to "respect of fundamental principles of the Red Cross." It was learned that the matter may be raised from the floor by the Greek delegation. In view of the special plenary called for Monday to take up specifically the question of challenged delegations, primarily the rival Chinese, it is possible that Western groups may be moved to press the exiles' case as a counter-measure to the expected strong Russian-Red Chinese attack on the Nationalist Chinese.
