Show Marriott-Siaterviile Monthly History January 2014 As the New Year approached, many residents heid their collective breath that we would not see arecurrence of the extreme cold and ice storm of last January. Fortunately no ice storm arrived, but the fear of another drought year did. Where was that mountain snowpack we need? The January 2014 issue of The Pioneer Post gave Mayor Keith Butler's State of the City message. He reflected on our history since incorporation on July t, 1999. Some of our accomplishments: The City began with a $17,000 loan from Weber County, which was paid off within three months, and the City has been debt free since that time, with no municipal property tax. Office space was rented from BDO for the first five years. Our Senior Center and Municipal Complex was paid for in cash from our savings and some grants. We moved into our new building in October 2005. in 2007 the City took over Marriott Park and Slaterviile Park from the LDS Church and have reconstructed park boweries, added play grounds, and planted dozens of new trees. We also have the City Hall Park, Municipal Gardens, Heritage Park and Storm Water Basin. We have completed an addition to the Centennial Trail along the Ogden-Weber River, and preserved 70+ acres of open space. The reconstruction of 400 North Street was completed, the Pioneer Special Service District was formed to provide services to new subdivisions, the City has been designated a model open space community, given the Quality Growth Award, A Business Friendly Community designation, and the Tree City USA award each year. Each year the City sponsors the East Egg Hunt, the Independence Day/incorporation date celebration, Trunk-or-treat, and Breakfast with Santa, fun events for the community. The Mayor concluded his message with grateful appreciation and thanks to volunteers and others who have helped throughout the years; the City Council, Staff, the Park Committee, the wonderful Planning Commissioners, and the day-to-day volunteers who give their time for the benefit of all of us, "who help to create an incredible City that is the envy of the state." The first actions at the January 16, 2014, City Council Meeting was the administration of the Oath of Office to the newly elected Mayor Keith H. Butler, Councilmen Deibert F. Hodson and Kim L. Slater, by City Administrator Bill Morris.as a notary public. Next came the re-election by acclamation of Dennis ilium as Council President, and Scott VanLeeuwen as vice President for the 2014 year. A business license was approved for AAA Bail Bonds, 1260 South 1200 West, Bond insurance. Resolution 2014-A, Adopting the Retirement Benefit Policy for Audit Compliance was discussed. The auditor of the last independent audit advised that this resolution is a compliance matter with the Internal Revenue Code. After some minor technical language changes, the resolution was passed unanimously. Bill Morris presented the annual training presentation on the Open Meeting Act, and the training on Unlawful Discrimination and Sexual Harassment Prevention. Mayor Butler distributed the written quarterly financial report and reviewed it with the City Council. The county has done a good job on street plowing after even small snow storms so far this winter. Councilman Kim Slater advised that the irrigation company is doing piping around the Dickamore house.
