Found Fully Equipped He gave a vivid picture of Red Cross in action when disaster strikes and stated he felt Ogden was fully equipped to meet the issue if ever necessary. He pointed out that Ogden is not only susceptible to the usual hazards, such as floods, fires, pestilences, earthquakes, tornadoes and others, but two added ones-sabotage and bombing. “It is imperative we Red Cross workers be ready to handle such disasters without chaos,” he said. “No committee must wait for the other, but at the moment we are stricken, every committee should be ready to function in perfect harmony-each head taking responsibility for his part of the work.” He brought out the point clearly that Red Cross disaster workers were to spring into action only to aid the victims of disaster. Any other aid should be taken care of by other organizations of the chapter and civic groups of the community. Money Provided “In this manner,” he stated, “disaster appropriations are used for disaster victims only, and the most pleasant tune of all is to hear the jingle of the old cash register as it rings up the disaster coins spent in the home community for rehabilitation.” "After the emergency period, when everything has been done to help the victims," he continued, "the rehabilitation period follows, and this is most important in Red Cross work." He then explained how each case was investigated as to its loss and status of need and that each vic-tim was allowed to spend the Red Cross money in his own town with any merchant he chooses. He complimented Ogden upon the willingness and efficiency of its people to assist in this type of work. Arsenal Precautions Major J. Worthen Proctor fol¬lowed Mr. Baker with an enlight¬ening talk on the facilities of the arsenal and the precautions taken to prevent any disaster. Mayor Fred M. Abbott gave a short talk, encouraging the work of Red Cross in the community, as did J. Edwin Nelson. A. T. Bar¬rett, general chairman of the local disaster committee, gave a few re¬marks and introduced the heads of each disaster committee. Guy Child offered invocation, and a vocal solo was given by George Frost, accompanied by Mrs. Marian Rich. Miss Ella B. Watland of San Francisco was a special guest.
