Soldiers examining the contents of kit bags issued to all servicemen as they depart for overseas sewing, and the use of patterns, and should be able to give adequate instruction to inexperienced volunteers. Inspection Committee—Is responsible for inspection of all finished garments. Careful inspection of all articles cannot be too strongly emphasized. It is particularly important in the filling of kit bags that inspec¬tion be made of every one to make sure that nothing goes into them except the prescribed articles. There has been great difficulty in enforcing this rule. There should be a reliable person in charge of inspection of all filled kit bags. Packing and Shipping Committee—Is responsible for bundling, labeling, and shipping as indicated on instruction sheets for mak¬ing the various garments and in ARC 400-12. Sewing Programs The sewing programs carried on in chapters include the making of hospital garments and comfort articles for Army and Navy hos¬pitals, kit bags for servicemen, supplies for emergency closets, disaster relief, Home Service, garments for foreign war refugees, and other special projects. Final decision on the choice of patterns rests with the sewing committee of the chapter although the national organization sup¬plies its own patterns for many garments and articles, or recom¬mends certain commercial ones. Bed shirts and operating gowns are made according to federal specifications. Quotas are assigned according to the resources and capabilities of chapters. Kit Bags At the request of the Army, Navy, and Marine Corps, kit bags are provided for all servicemen embarking for foreign duty. The articles to go in the kit bags were specified by the Army and Navy, and should not be changed in any way without notification from the area office. Besides the filled kit bags, chapters have made many thousand bags of the same type which have been sent overseas unfilled for 15
