Over the past year the City completed a trail head parking area on 1700 South, and the parking area at Marriott Park. Our staff worked hard to obtain the grants and to complete these projects. In 2015 the City still has not imposed a municipal property tax or utility taxes on our residents and businesses. Our audit has been completed and our finances are secure. The City saved a modest surplus which will be placed in reserve for the future. One of the challenges in local government is to manage all the state and federal mandates that are placed upon us. The state has decided to impose stricter administrative requirements and sewer regulations. These mandates are unfunded and often costly to our community. I hope, if you ever have an opportunity to interact with state legislators, that you note that such mandates on local s:ovemmcnt are obstacles that burden communities and increase s or taxes. The new sewer mandate requires the City to repare and implement a Sewer Management Plan. Our staff is drafting this document for the City Council to consider. Another challenge is road construction projects. New safety standards and other requirements have increased construction and maintenance costs while road fund revenue has declined. Our state has around an $1 i billion shortfall for needed road projects. The state should explore new options related to transportation in order to sustain our infrastructure and provide for the future. I am working with staff over the winter to plan 2015 road projects, infrastructure projects, park projects, community events, and many other operations of our local government. I acknowledge our many volunteers, our staff, the Park Committee, Planning Commission, and City Council.
