The executive branch is led by the Mayor. The legislative branch is lead by a five- member Council. The executive branch handles the daily operation of the city, appoints officials, proposes the budget, responds to violations and complaints, manages parks, implements policies and services, and does planning and zoning, among many other responsibilities. The City Council is the legislative branch of the city. The City Council makes laws, adopts the budget, authorizes contracts, sets tax rates, confirms appointments, and exercises oversight. Two members of the City Council are elected from the east district, and two from the west district. One member of the City Council is elected at- large. I am pleased to report that the City Council recently adopted the Mayor's balance budget for 2015-16. The City has no debt, no property tax, and no bonds. Our City Staff works hard on grants and other projects all year. Our roads are generally in good shape, our parks are maintained, our Planning Commission works hard controlling growth while affording property rights. This summer we have had a good water supply and have not needed to implement drought restrictions. However, as good practice, the City has cut back on watering parks so they look a bit more dry this summer. You are encouraged to implement water conservation practices as well. Call to Order/Minutes. 2. Riverside Estates Subdivision - l5' Amendment at 1055 North 3650 West by Jayne Ralston. Public hearing on application to amend the zoning map from A-l to C2-P at 517 North 2000 West by Murray Family Holdings, LLC. Discussion/action on public hearing. Commission and staff follow-up. Adjourn. This agenda is tentative. Items can and will change. CITY COUNCIL MEETING THURSDAY, AUGUST 20, 2015 - 6:30 P.M. Call to Order/Minutes. Review of Business License for Land Air Beyond Photography, 2045 West 700 South. Natural Hazard Pre-Disaster Mitigation Plan 2015. Public hearing on curbside solid waste recycling, Continue recycling to September 17, 2015. Park fees requested by Susan Fuller. Ordinance 2015-04 adopting the Marriott-Slaterville Community Development Area Plan for a 43-acre area at 1610 South 1700 West as approved by the Community Development and Renewal Agency. Planning Commission recommendation on Riverside Estates Subdivision - 1" Amendment. Review of Fourth of July. Officer reports and legislative oversight. Adjourn until September 17, 2015. Public Involvement The City Council will hold a public hearing on August 20, 2015, at 6:30 PM in the Legislative Chambers at 1570 West 400 North to take public comment in support and opposition to the implementation of a curbside solid waste recycling program. Please feel free to attend and provide helpful input. Weber County and all of the cities are preparing the 2015 Natural Hazard Pre-disaster Mitigation Plan. The draft Plan is now available for review and comment. The draft Plan seeks to identify risks and reduce vulnerability to natural hazards. Some natural hazards include: flood, drought, landslide, wildfire, dam failure, severe weather, pandemic, and insect infesiation. Flooding is the greatest natural hazard to our city. Residents are encouraged to participate in the process. Please feel free to make comments on this draft Plan by submitting comments in writing by September 17,2015.
