Show Farr West Annexation Plans, 1992-93 NOTICE OF PUBLIC HEARING RE: ADOPTION OP POLICY DECLARATION FOR FUTURE ANNEXATIONS BY FARR WEST CITY The City Council of Farr West City, Utah, shall hold a public hearing on Thursday, January 21, 1993, at 7:00 p.m. in the Farr West City Office, 2090 N. 2000 W., Farr West, Utah, for the purpose of adopting a general policy declaration for future annexations to Farr West City. A draft copy of the policy declaration shall be available at the City Office for review 30 days prior to the hearing, from the hours of 8:30 a.m. to 4:30 p.m. (exclusive to the lunch hour, or as is otherwise posted). The areas of proposed expansion are: AREA 1. south of the City limits, east of State Highway SR-126 to the north of 400 North Street and to the east side of Interstate 15, and south of the City Street and to the east side of Interstate 15, and south of the City limits, to the north side of 400 North Street and from the west side of 1200 West Street. AREA 2. north and east of the City limits, west of C.P.R.R. Co. line and south of 2700 North Street and east of the C.P.R.R. Co. line approximately 900 feel than South approximately 1599 feet then west approximately 520 feet to the east of the C.P.R.R. Co. line. AREA 3. west of the City limits, approximately 1000 feet west and 150 feet north of 1900 North Street to the present north boundary of Plain City. Dec. 22, 1992 155-30625 Farr West adopts declaration Neighboring leaders displeased with plan By RUTH MALAN Standard-Examiner correspondent FARR WEST Despite objections by mayors from neighboring towns and officials from other entities, the city council last week unanimously adopted an Annexation Policy Declaration that includes four areas of unincorporated land. More than two dozen people attended a public hearing on the general policy declaration for annexation to the city. And objections were voiced on nearly all areas. Area One is south of the city limits, roughly bordered by the south city boundary, State Highway 126, 400 North and 1200 West. Area Two is north and east of the city limits, south of 2700 North up to the boundary of the Weber County Industrial Park. Area Three is west of the city limits, approximately 1000 feet west and 150 feet north of 1900 North to the present north boundary of Plain City. Area Four begins at the northwest city limit and extends south Farr West annexation policy declaration to the north boundary of Plain City. Pleasant View Mayor D. Brent Hales told the council he objected to Area Two, which he said was a part of Pleasant View until 1972. "That area was part of Pleasant View until the formulation of the Standard-Examiner industrial park. It was proposed to disconnect to facilitate the management of the industrial park. The planning commission was against the disconnection, but the council, under pressure, went along with it," Hales explained. Area one Is on the south border of the city; area two is south of 2700 West up to the boundary of the Weber Industrial Park; the third area Is at the Plain City border; the fourth is on the northwest end of the city. Mayor D. Brent Hales of Pleasant View, Craig Barker from Weber County, Keith Butler of Slaterville and Scott Jenkins of Plain City voiced objections to the annexation policy. Set a public hearing for Feb. 4 at 7 p.m. on an annexation petition by Tramcor trucking company to annex 3.4 acres into the city at approximately 880 North to 950 North on the east side of 2000 West. Annex From 1B A letter has been sent to the Weber County Boundary Commission protesting Farr West's annexation declaration as it relates to Pleasant View, he said. If a property owner petitions for annexation and another entity objects, it is the boundary commission that hears the dispute. "If it goes to any city it should go back to Pleasant View," Hales said of the property. Farr West attorney Chris Shaw said he wanted to allay everyone's concerns and let them know the city is only adopting an annexation policy. "There is no petition to annex any property," Shaw said, "It is not uncommon to have declarations that overlap." Council member Gerlynn Westergard said the council is simply including in the policy land that could be serviced by the Farr West sewer system. Plain City Mayor Scott Jenkins also protested the annexation policy, saying some of the proposed area is already in his city's annexation declaration. Keith Butler, a 27-year member of the Slaterville planning committee, told the council his community has worked hard to preserve its boundaries should it ever incorporate as a city. The area Farr West has put in the declaration is where the commercial growth would be for Slaterville, he said. "That is our commercial area if we ever have a chance of incorporating. You would like to take the heart right out of it," said Butler, "It's nice to be good neighbors, but don't come across the creek." 38 |
