Mayor chairs the council but in most respects is equal to council members. Mayor will vote to break a tic but does not have veto power. Mayor is the chief executive officer with the power to make appointments with the advice and consent of the council. Policy making is the joint effort of mayor and council. Council has legislative powers. Mayor has administrative and executive responsibility. Mayor appoints and may dismiss department heads. Mayor has veto power on council's legislative actions. Council has legislative powers, makes policy, and oversees administration. Council appoints and can dismiss the city manager. Manager has the day-to-day responsibilities as defined by ordinance of the city council. Mayor chairs the council and votes to break a tic.
