Show On to incorporation The date was August 4, 1998, an important date for residents of Marriott and Slaterville, which would forever affect their lives, as well as the lives of future residents. It was the time of decision-election day for or against incorporation. The election was held at Pioneer Elementary School with 417 voters exercising their franchise. The results were overwhelmingly in favor of incorporation, 348 for (83%) and 69 (17%) against. A Council-Mayor form of government was chosen, with council members to be elected by district, ft should be noted that the percentage of registered citizens voting in this and the two succeeding elections is somewhat skewed. The registration book listed individuals no longer living in the community, some recently deceased, as well as several not within the legal boundaries of the voting area, mistakenly included. Had the book been completely accurate, the percentage of voters would have been even higher. Wasting no time, sponsors of the incorporation held hearings on the council set-up on August 20, 1998, at Pioneer Elementary School. After receiving input from the residents at that hearing, Resolution 98-1 was drawn up and submitted by the sponsoring committee to the Weber County Commission, as required. It determined that the number of council members would be five, with two districts established, with two members from each district, and one at-large member. District 1 includes the area east of the middle of 1900/2000 West, with District 2 lying west of that dividing line. Term times for the mayor and council members were decided. Initial terms were set so that ensung terms would be staggered, in order that the whole council would not face election at the same time. Elections would be held during odd numbered years, coinciding with other municipal elections in the state. So many candidates (18) filed for the various offices that a primary election was necessary. A Meet the Candidates Night was held on October 15, 1998 at the Pioneer Elementary School. Weber County Commissioners Joe Ritchie and Bruce Anderson attended the meeting to answer questions. Weber County Clerk-Auditor Linda Lunceford explained registration and voting procedures. Linda Wangsgard of the County Library Board answered questions about possible future libraries in the county. The Primary Election was held on November 2, 1998, at the time of the regular general election, with an excellent voter turnout (64.13%). The winners of the primary election were Orvil Holley and Dennis Illum for Council At-large; Judi Elmer, Delbert Hodson, Ren Meyerhoffer and Bryan Thiriot, District 1, and Barbara Brown, Darren DeVries, Kim Slater and Rob Smout. With only two filing for the office of Mayor, Keith Butler and Randy Phipps did not face a Primary Election. The final election was scheduled for February 2, 1999. Another Meet the Candidates Night was held on January 21, 1999. Again at the February 2 election, the number of voters (51.77%) exceeded many county elections. Keith H. Butler was elected Mayor, H. Orvil Holley, City Council At-large; Delbert Hodson and Ren L. Meyerhoffer, City Council District 1, and Kim R. Slater and Rob Smout for City Council, District 2. 152 |
