Planning districts won't stop Cedar Hills from annexing the Manila township that Cindy Boyd and her neighbors fought so hard to create. Ogden is free to swallow Marriott township, which under Brown's bill could be deemed too small for a planning district by county commissioners. Boyd said the Legislature "has thrown us from the frying pan into the fire. I'm sure they did what they thought was best, I just don't feel they had all the facts." On that point, several legislators agree. Sen. Lorin Jones, R-Veyo, said he wanted to preserve townships but didn't have time to study Hull's bill. Wharton and Mayne said they would have considered a township-friendly bill by Rep. Blake Chard, R-Layton, but it was tabled out of respect for the speaker's bill. Brown has acknowledged his bill is not perfect, but he believes it to be the best way to allow all citizens -- not just those living in townships ~ the right to determine their own future. Yet Brown gives the power of self-determination primarily to landowners. Under HB363, renters, nursing-home residents and those who have placed their property in a trust would have no say in annexations.
