"The speaker has worked very hard with us to resolve most of the key issues," she said. "I'm relieved to finally have closure on something related to townships." The same cannot be said for residents of Manila Township in northeastern Utah County. After the Legislature eliminated townships, most of those residents petitioned to become part of Pleasant Grove, and the city accepted them. Opponents still have until July 28 to challenge the annexation, however, and it is unclear how Wednesday's legislative action could affect the merger. "It will be up to Utah County to sort it all out," said Brent Gardner of the Utah Association of Counties. Utah County officials also must deal with the North Shore Township. The problem with North Shore is that nobody is sure if its boundaries are legal. Once township petitions were filed late last year, landowners with hopes of someday developing their property rushed to request annexation into American Fork or Lehi. As a result, North Shore became a set of five islands surrounded by Lehi and American Fork. HB2001 stipulates that in order to be reconstituted, townships created under the old law had to be contiguous at the time they were formed, which would seem to exclude North Shore. But nothing is that easy when it comes to townships. There were no provisions under the old township law allowing residents to opt out, or annex into another city -- at least not until the township election was held.
