Show PLANNING COMMISSION July 31, 1990 Page Eight Commissioner Coleman indicated that the Planning Committees from the areas in question and the staff have put forth a great effort in reviewing the masterplan for the area, but he believes there is still work to be done. MOTION: Commissioner Coleman moved to table this item for further discussion and review at a study meeting with the Planning Committee Chairman and the Planning Commission members and staff. The motion was seconded by Commissioner Fuller. DISCUSSION ON THE MOTION: Commissioner Thompsen indicated that he would like the Planning Committee Chairman present at the study meeting with their recommendations in written form. VOTE ON MOTION: The voting was unanimous with Commissioners Coleman, Fuller, Gibson, Hancock, Thompsen, Widdison and Thompson voting aye. Chairman Thompson indicated that a public hearing is held for everyone to give input. Staff makes recommendations and the community also gives their recommendations. Commissioner Fuller indicated that planning and zoning is an ongoing process and is not set in concrete. He cautioned that when you have 100% local rule, you might rule out things that may be important to the community, ie., Pineview Reservoir, Hill Air Force Base, Weber State College, etc. The staff trys to combine what all elements of society want done. There is a fine line between right of private ownership and the public interest. This is a delicate situation. Chairman Thompson indicated that this is true and sometimes people in a given area oppose things that should have been there or could have been an asset to the community. In his area they resisted a development that has since put $25 million into the Sanpete County economy with an annual contribution of #12 million. This was the Sattelite Prison. 5. Zoning Petition Z.P. 8-90 to rezone from A-1 to M-1 at 400 N. & I-15 for a Light- Industrial Park, 93 Acres from I-15 to the Willard Canal- Frank Blair Frank Blair indicated he submitted his petition 18 months ago with a minor change. He stated that the Slaterville Planning Committee has indicated that they are not in opposition to the specific things that are in their petition. Staff indicated that the people in the area have indicated in a general sense that they have no opposition to the area north of the golf course for 93 acres of industry. Staff has basically no opposition to this but are concerned that 93 acres of industry will be zoned without much information in terms of what they are proposing in terms of the road system, what phases that would develop, where the sewer and utilities will come in so it can be determined that they have a workable plan, etc. Staff would like to commit zoning with development which is proposed in the form of a development agreement. 434 |
