Show PLANNING COMMISSION July 31, 1990 Page Ten Discussion followed concerning the new Chapter 35 Zoning Development Agreement and it was asked if this agreement could be used for Mr. Blair's proposal even though it was not officially approved at this time. Mark DeCaria indicated that Mr. Blair could contract with the Planning Staff to use the ideas in the Zoning Development Agreement. Keith Butler, Slaterville, indicated that at the community meeting the vote was taken on the 93 acres regarding the road. They feel that if there is an access road east of the present golf course then they would oppose this rezoning. James Blair stated that one of the reasons they purchased an additional 60 acres was to get access to the back end of their property. He feels that an industrial park should have a dual access system. He finds that the golf course is not the problem with traffic but that it is 1900 W. MOTION: Commissioner Thompsen moved to table this zoning petition until the plans are submitted to the staff. The motion was seconded by Commissioner Coleman. DISCUSSION ON THE MOTION: Commissioner Fuller asked how Mr. Blair suggest the plans of a tenant when he doesn't know the size of a tenant or the nature of their activity. Commissioner Thompsen indicated we are not talking about tenants, but are talking about water, sewer, road system, etc. Mark DeCaria indicated that before any development can occur on the property Mr. Blair has to submit a site plan. Commissioner Fuller indicated that Mr. Blair has a long road ahead and the members should suggest to Mr. Blair that we believe the land lends itself to industrial development. Commissioner Hancock believes that the site plan review and all the other stipulations are sufficient to meet the needs of the community. Mr. Blair has given his commitment to follow a covenant agreement to run with the land for development. He has waited patiently. VOTE ON MOTION: Motion failed by a 5-2 vote, with Commissioners Fuller, Gibson, Hancock, Widdison and Thompson voting no and Commissioners Coleman and Thompsen voting aye. MOTION: Commissioner Hancock moved to approve Z.P. 8-90 to rezone from A-1 to M-1 at 400 N. & I-15 for a Light Industrial Park, 93 Acres from I-15 to the Willard Canal by Frank Blair subject to site plan review and commitments that Mr. Blair has made to the local planning committee and subject to the Development Agreement which he has voluntarily agreed to follow. The motion was seconded by Commissioner Widdison and motion passed by a 5-2 vote with Commissioners Fuller, Gibson, Hancock, Widdison and Thompson voting aye and and Commissioners Coleman and Thompson voting no. 436 |
