Show Slaterville City would defy Mel Brown and become the first city in the state to incorporate under the new law. The residents nervously awaited the count as the ballot cards flipped swiftly through the counting machine. Finally the count was posted with 417 votes cast: 83.37% in favor of incorporation, 58.39% in favor of the Mayor-Council form of government, 54.79% in favor of council elections by district. The future city was created by election. After the election, the sponsors held a public hearing to determine how many council members there would be for the new city council, and how the municipal districts would be divided. At the close of this public hearing it was decided by the sponsors to have a five member city council. Two members would be elected from an East District (comprising the area east of 1900-2000 West Street), and two members elected from a West District (which is everything west of 1900-2000 West Street). One city council member would be elected at-large, as would the mayor. The terms for these offices were set and adjusted to coincide with the regular municipal elections in Utah during odd numbered years. Eighteen candidates6 quickly filed for the six municipal offices. Community unity and sentiment were strong in support of the new city. Primary elections were held on November 3, 1998, and the final election was held on February 2, 1999. Keith Butler was elected as the first Mayor. H. Orvil Holley (at-large), Delbert Hodson (east), Ren Meyerhoffer (east), Kim Slater (west), and Rob Smout (west) were all elected as initial City Council members. The officers began meeting at the Weber Fire District offices in the Weber Industrial Park soon after the 6East District candidates: Von Allred, James Elmer, Judi Elmer, Delbert Hodson, Ren Meyerhoffer, Steve Mecham (dropped out before election), and Brian Thiriot.
