Show PLANNING COMMISSION July 31, 1990 Page Eleven 8. Abbeyon Estates #2 Subdivision Final Approval Staff indicated that the subdivider is Bill Ganswich, Engineer is Bill Holyoak. The subdivision is located at 3750 E. Nordic Valley Road in Nordic Valley, is for 8 lots and is the 2nd Phase of a 12 lot subdivision. Staff recommends Final Approval subject to the following conditions. 1. Property and lot line discrepancies to be cleared up prior to recording 2. 100 Yr. flood plain to be shown on plat 3. Health Dept. to approve septic systems for lots 4. Nordic Valley Water Company to approve 8 water connections 5. Corrections per County Engineer's letter 7/25/90 to be made 6. Service Area Agreement to be signed 7. Subdivision Agreement to be signed 8. Subdivision Fees of $230 to be paid 9. Improvement guarantee needed per County Engineers cost estimate MOTION: Commissioner Thompsen moved to approve Abbeyon Estates #2 Subdivision for 8 lots located at 3750 E. Nordic Valley Road in Nordic Valley being subject to the staff and County Engineer's requirements. The motion was seconded by Commissioner Gibson and motion passed by a 6-1 vote, with Commissioners Coleman, Gibson, Hancock, Thompsen, Widdison and Thompson voting aye and Commissioner Fuller voting no. 6. Ratification of Items reviewed and recommended by the Planning Commission members at Meeting of July 10, 1990: a. Proposal to Weber County to define "Incinerator", "Medical or Infectious Waste Disposal Facility", and "Hazardous Waste Disposal Facility". b. Proposed new Zoning Ordinance Chapter concerning "Development Agreement, Conditional Zoning, and Zoning Procedure". c. Proposed Zoning Ordinance Amendment for Design Review. Chairman Thompson indicated that these items had been discussed in great detail at the last meeting where the three members present approved. MOTION: Commissioner Gibson moved to recommend to the County Commission that the proposal to Weber County to define "Incinerator", "Medical or Infectious Waste Disposal Facility", and "Hazardous Waste Disposal Facility". The motion was seconded by Commissioner Thompsen and voting was unanimous. MOTION: Commissioner Thompsen moved to approve a new Zoning Ordinance Chapter 35 concerning "Development Agreement, Conditional Zoning and Zoning Procedure" as presented by the Staff. The motion was seconded by Commissioner Gibson and motion passed with a 5-2 vote, with Commissioners Gibson, Hancock, Thompsen, widdison and Thompson voting aye and Commissioners Coleman and Fuller voting no. Commissioner Coleman indicated he has a problem with this agreement. 437 |
