Show WEBER COUNTY PLANNING COMMISSION August 28, 1990 Page Five Mr. Skinner further indicated that they have the ability to rent condominiums at Wolf Lodge, Wolf Star and Powder Mountain area and they would like to build the living quarters large enough that it would incorporate offices in the front. The nature of the business is such that people are checking into condominiums at all hours particularly late in the evenings and it is much easier if the management personnel can live in a portion of the office to facilitate them. The restaurant would be in another area. Staff indicated that a caretakers dwelling unit is permitted if they need to be on call for 24 hours to support the commercial use. If it is just a residence where it is unrelated to that 24 hour service would not be permitted. Brad Skinner indicated that they have a property management and rental company. He is now a real estate broker and he would like to sell real estate from his place of business. The bulk of the business would be in rentals. There is no connection with Wolf Creek nor with Wolf Lodge. They negotiate independently of the owners of the condominiums. Staff indicated that Wolf Creek is a P.R.U.D. They have presented a concept development plan and they are required to live with it. If Mr. Skinner's petitions are approved it would change the P.R.U.D. plan. MOTION: After some discussion a motion was made by Commissioner Thompsen to table this item until the September 11, 1990 meeting in order for the Eden Planning Committee to be notified. The motion was seconded by Commissioner Fuller and voting was unanimous. 9. Conditional Use Permit Application 14-90 for hydroelectric power station at Pineview Dam. Zone F-40 Staff indicated that the petitioner is Weber-Box Elder Conservancy District. The proposed site is located in an F-40 Zone approximately 600 ft. west of Pineview Reservoir Dam. Access to the site will be down stream west of the Ogden River bridge on an existing gravel road. Construction will include a 50'x42' power house various exterior structures in the substation area and concrete retaining walls adjacent to the river. There will be a landscaped area west of the power house with access roads to the south for the power house area and to the north for the substation. Staff recommends approval of C.U. Application 14-90 with the applicant to receive U.D.O.T. approval for U-39 access. Edward Southwick, Consulting Engineer, indicated that he filed with the Federal Energy Regulatory Commission about 10 years ago for a permit to build a power plant at Pineview Reservoir. This was approved about 6 years ago. They submitted plans and other information feasibility to 22 State and Federal Agencies and they have all had the opportunity to comment. He indicated that the Weber-Box Elder Conservation District first received the permit and for a period of time they negotiated with Utah Power and Light to sell the power to them and that did not work out. Then they worked with Bountiful City and they have negotiated to sell them all the power which will be produced at this power plant. They will be a co-owner. The Ogden River Water Users Association will use its water as well as the Weber Basin project. The amount that will be received from Bountiful City will be divided to all the stockholders of the Ogden River Water Users Association so there will probably be about 100,000 people benefit from this project. The power will be wheeled with an agreement with Utah Power and Light to use existing lines and there will be a small mill levy paid to wheel it to Bountiful City. MOTION: Commissioner Gibson moved to approve Conditional Use C.U. 14-90 by Weber-Box Elder Conservancy District for a hydroelectric power station at Pineview Dam subject to the County Engineers review and comments. The motion was seconded by Commissioner Widdison and voting was unanimous, with Commissioners Coleman, Fuller, Gibson, Hancock, Thompsen, Widdison and Thompson voting aye. 10. Deloy Mecham - Discussion on use of buildings on Lot 3 White Rail Farms Subdivision at 4000 S. 3900 W. Staff indicated that Mr. Mecham is concerned about the use of some of the existing farm buildings which was a poultry farm at one time. Staff indicated to him that it is in the Agricultural A-1 Zone and that it could be used for any of the permitted and conditional uses if they meet the requirements. Mr. Mecham wishes to discuss the possible use of a contract business and staff indicated that it would not be allowed. Willard Pingree indicated that this is the first time the Kanesville Planning Committee has heard about this proposal. He believes that due consideration needs to be paid about what is going to be done in this area. He asked whether the prior poultry building which was on the property at the time the home was built. Staff indicated that the use of the building was and is presently agriculture. 443 |
