Show PLANNING COMMISSION July 31, 1990 Page Three Staff presented the proposed land use master plan which they feel best represents the projected growth areas for the next 20 years for the Slaterville/Marriott areas. The master plan is a guide for the Planning Commission and the County Commission when decisions are to be made regarding land use in the communities. It also is of some benefit to the property owners because they could plan the use of their property over a 20 year period. There have been various changes in these two areas over the last few years which brought about this review and update. The changes have been the subdivision and zoning change of the old Marriott Mall Site, the new sewer reliever line constructed by Central Weber Sewer Improvement District along 1900 W. and west of 1900 W. through much of the farm ground on the west side of the Slaterville Marriott communities which staff feels opens the area to more intense-type development, and the Blair property rezoning at 400 N. and I-15 and the possible industrial park north of 400 N. It was indicated the proposal has been discussed with the Slaterville/Marriott Planning Committees over the last year. Staff is proposing west of the sewer plant to be A-1 and A-2 zoning, east of the sewer plant would be residential single family at higher densities. Multi-family housing would be located at the property between 1200 W. and the Willard Canal. Another difference would be the property between 1200 W. and the Willard Canal from the Farr West City boundary excluding light manufacturing proposed in the Slaterville area. The proposed transportation plan does influence the development of certain land uses. Where the old Marriott Mall Site is the staff's recommendation is that it be designated as Commercial on the frontage because a site plan has already been received from Pilot Oil for a Convenience Station and that the back be zoned light industrial. The area east of the Willard Canal, west of D.D.O. because of the proximity to future streets, this area could developed with a higher density housing on the south end. North of Millcreek would be medium density. At 400 N. is commercial at the intersection and higher density surrounding it. Staff indicated that it is felt the Blair property, because of its location to the freeway and also a major highway, that it is a good site for development of industry and the golf course will be a good buffer to any future homes to the south. The area west of 1900 W. and north of 1200 S. abuts the major transportation routes and good develop as a light industrial area. The medium density designation is used to buffer the lower density single family homes to the north of the proposed industrial site west of 1900 W. Staff has proposed two parks, one being located at approximately 2300 W., approximately where the river crosses 12th Street from the south going north, and one at approximately 3000 W. There is also shown an area for a proposed school as being 250 N. west of 2200 W. Frank Blair stated that at the present time they have 230 acres and except for 30-40 acres it is unproductive as an agricultural use. They have spoken with various people throughout the County asking them how they could best utilize their property and what impact would it have on the community. They feel their golf course expansion and light industrial park would be in the best interest of the community and a positive factor. 429 |
