Show PLANNING COMMISSION July 31, 1990 Page Nine Commissioner Coleman indicated that they have brought up protective covenants and asked if it could be included in the zoning. Staff indicated that protective covenants are private covenants and not enforced or administered by the County. Mr. Blair indicated that they have been working for the past three years with Weber Economic Development Corporation. They have followed his suggestions and recommendations very closely. He has told them that it was impractical to develop this on a small basis and in phases. They have done the things the staff has suggested. They have had two drawings prepared at great expense which show their proposal and they believe they are in compliance and in format with the requirements. He would encourage the Planning Commission to approve his petition. Staff indicated that the new Chapter 35 of the Zoning Ordinance has not been approved yet. Commissioner Fuller asked how can Mr. Blair sell his development as a total project if he has to put it into phases. He believes the petition should be approved as soon as possible so that less desirable tenants would not have to occupy the industrial park because the development was held up by red tape. Mr. Blair indicated his willingness to comply with the agreement. Commissioner Coleman indicated that he would like to wait until the masterplan is approved before the rezoning is approved. Perry Slater, from Slaterville stated that he is not concerned with the industrial park with the exception that he would like to know what is going to be done about the industrial waste created from the park. The sewer runs through his property and it is already full. He owns 300 connections on the sewer which was the stipulation of putting it through his property. He would also like to know what Mr. Blair's plans are for the Golf Course parking lot. They are using 400 N. as a parking lot at this time. Dennis Elam from Slaterville and Farr West indicated he is concerned about what type of a buffer zone there will be between his property and this industrial park. The defense depot has an adequate buffer zone. He is also concerned about the sewer because when the sewer from Wahlquist Jr. High is backed up it floods his home. Mr. Blair indicated that Central Weber Sewer District has indicated that they can provide sewer for his development. One of things they are interested before they put more time in is if the zoning will take place. They have a commitment from Bona Vista Water to provide the water they need including enough water for fire protection. They also have a commitment from the UP&L and and Mountain Fuel. They have talked with Commissioner Peterson and have his commitment to support their project. They expect to maintain their commitments to make the required improvements. They have $lMillion in their Golf Course at this time and additional commitments of land. They feel they are being forced to take the first clients that come along because they run out of resources covering the commitment which they already have there. 435 |
