OLSEN_186 RANDY PHIPPS _187 November 3, 1996 Weber State University Paper, The Signpost, November 4, 1996 Voters determine future of rural communities in tomorrow's election By Mellyn Ludlow image coordinator-Singpost If you are a resident of Marriott, Slaterville, East Huntsville, Hooper, West Warren or Warren, your vote is critical in tomorrow's election that will determine whether or not your community becomes a township. A ruling by the Utah Supreme Court requires that each township receive a supermajority vote. This means that over 50% of the registered voters in each township must vote in favor of the proposed township. Votes that are not cast count against the proposal. A township "brings the government down to the people," Bill Marriott Morris, a Weber State Uni- versity political science student said. A law passed by the 1996 legislature allows communities to form townships, which retain county services but can avoid annexation. Each township also gets a seven-member planning and zoning board. "One thing that's been missing in a lot of the unincorporated areas that are growing is the first level of government-the one closest to the people." Morris said.
