I apologize for the delay in getting back to you regarding your inquiries of Farr City as to what is happening with the Frank Blair Annexation Petition. Farr West has been carefully considering its options in this matter in light of the recent changes to State law regarding annexation petitions. It is Farr West City's position that Mr. Blair's petition was properly filed as of November 20, 1996. Because of the uncertainty and change in law concerning townships and annexations at that time, the City delayed taking any action on the petition until the smoke cleared. I believe that some of the smoke has cleared. As you're aware, under the latest change to the annexation statute, petitions filed before and still pending on May 5. 1997, are considered to have been filed on May 5. 1997. and will be "processed according to the provisions" of the new law. Farr West City believes Mr. Blair's petition is in this category. Farr West City has set a public hearing to consider the petition on Thursday. December 4. 1997. The purpose of this hearing is to gather more information not only from the public but also from Mr. Blair concerning his request before formally accepting or rejecting the petition as required by Utah Code Annotated.
