environment, all taken together have caused many people to believe that we should have a reordering of our national priorities. Implicit in this, false though it may be, is the suggestion that the solution of our domestic problems will be accelerated by curtailing foreign aid, protecting domestic industry, and keeping our capital at home. Free trade is in political trouble for many reasons. Organized labor has withdrawn its support and is now contending that lowering tariff barriers, cheap foreign labor, the export of United States technology, and the role of the multi-national corporation have caused the loss of United States jobs and disadvantaged United States labor. The support of organized agriculture is waivering because of its resentment at the actions taken particularly by the European economic community that hurt United States farm exports. There is a general feeling abroad in the land that we have given away more than we have received in tariff negotiations and there is a greater recognition of the role of non-tariff barriers. The emergency of the EEC as a great trading block with its own brand of protectionism and the spectacular success of the Japanese in invading United States markets have affected politically important industries and caused rising public concern. As a measure of the change in sentiment our Presidential Commission on International Trade and Investment was told by a White House advisor that if the 1962 Foreign Trade Act was before Congress that it could not muster 50 favorable votes in the House of Representatives. -3-
