Show 20. I HAVE REFRAINED FROM ATTEMPTS TO RIGHT THESE MATTERS BY UTILIZING EXISTING INTERNATIONAL MACHINERY, FOR PAST ATTEMPTS TO DO SO HAVE BEEN UNAVAILING. NOR HAVE I INSISTED UPON THE SURRENDER OF SOVEREIGNTY. THE WORLD IS NOT READY FOR IT, AND ADVOCACY OF SUCH A COURSE WOULD LIKELY BE A ROADBLOCK TO PROGRESS. I AM CONFIDENT THAT THE PASSAGE OF TIME AND THE EFFORTS OF MORE THOUGHTFUL MEN CAN AND WILL PRODUCE BETTER SOLUTIONS. BUT NOW WE ARE FACED WITH A MATTER OF GREAT URGENCY. IT IS LATE IN THE DAY. THE TIME IS SHORT. THE NEED IS VERY REAL. SO INTELLIGENT ACTION, HOWEVER IMPERFECT, IS NEEDED NOW. IF WE FAIL TO ACT NOW, THE DAMAGE TO US ALL WILL BE VERY GREAT. HISTORY WILL - AS IT SHOULD -TREAT US HARSHLY. LET US MOVE FORWARD AND DEMONSTRATE THAT WE MERIT THE MANTLE OF LEADERSHIP THAT HAS BEEN PLACED UPON US.
