IT IS DONE BY MEN AND WOMEN COMPASSIONATELY CONCERNED, TALENTED AND TRAINED, HONEST IN THEIR ASSESSMENT OF THE FACTS, REALISTIC IN THE SOLUTIONS THEY ADVOCATE, RESOLUTE IN THEIR DETERMINATION TO GET THE JOB DONE. IT IS MY CONVICTION THAT A SYSTEM THAT PROVIDES FOR EQUALITY OF OPPORTUNITY AND FOR FREE MARKETS IS STILL THE MOST EFFECTIVE YET DEVISED TO MAXIMIZE PRODUCTION OF GOODS AND SERVICES AND TO DISTRIBUTE THE BOUNTY MOST EQUITABLY.
