4. we strike a desirable and proper balance between our obvious need to protect the environment and our need for minerals to feed and fuel our economy, the basic problem of a growing dependency on imports will remain. We must develop a new national strategy to cope with it. I would advocate: 1. Strengthening our domestic production base by encouraging legislation that would provide financial incentives both for the discovery and development of new deposits and by removing existing obstacles that serve no purpose. 2. Stimulating research and development on ways to remove contaminants from present reserves either at the minesite or when the mineral is processed, to produce economic synthetic fuels from coal, oil, oil sands, and oil shale, and to hasten the day of atomic power by fusion. 3. Strengthening our hand in dealing with the mineral producers outside our borders. Here I believe that we should encourage U. S. companies to seek minerals abroad, giving them the right to export funds for this purpose, providing special financial incentives when the foreign-based mineral is brought into the U. S. for processing or use, and giving them more effective protection for foreign investments than they now enjoy. Further we should work with Japan and the European Economic Community to develop unified strategies which will improve our bargaining position with the producing nations and particularly with the oil-producing Arabian nations and the copper producers like Chile, Peru and Zambia. If we do not proceed along these lines, we can be relatively sure that the U. S. position will continue to deteriorate.
