Stimulate research both public and private to accelerate solutions to technical problems particularly in the fields of flu gas desulphurization, development of the breeder reactor, and the production of synthetics from coal, oil shale, and other sources. 2. Remove the existing obstacles that presently are inhibiting the development of known sources or promising areas such as the North Slope, offshore leases for oil and gas, and oil shale. Here I would also include price restraints on natural gas, plant siting problems, and administrative delays and ill-considered legislation and regulations. 3. Separate fact from fiction and strike a reasonable balance between environmental considerations and the need for domestically-produced energy to serve the public interest. Industry leaders can help but their statements are suspect. Political leaders are going to have to develop the courage to lead and not to follow, and to put forth in clear and convincing terms to the public what the choices are and what the economic consequences will be of making the wrong choice. 4. We are going to have to create the kind of an economic climate that will make it attractive to search for and to develop domestic fuel sources and that will make it possible to raise the tremendous quantity of capital that will be required to get the job done. This may well involve revision of tax laws, regulatory authorities and anti-trust legislation. 5.
