THIS STRENGTHENS THE DIPLOMATIC STRENGTH OF THE LESSER NATIONS AT THE EXPENSE OF THE MAJOR POWERS. 3. WITH ENHANCED ECONOMIC AND DIPLOMATIC STRENGTH, SMALLER NATIONS ARE UNILATERALLY ABROGATING CONTRACTS, CONFISCATING BY ONE MEANS OR ANOTHER THE PROPERTY OF OTHERS, AND INCREASING SHARPLY THE PRICES CHARGED FOR THEIR EXPORT PRODUCTS. THAT PART OF THE WORLD THAT IS SAFE FOR MINERAL EXPLORATION AND DEVELOPMENT IS SHRINKING BADLY. THIS IS ALSO TRUE IN THE DEVELOPED COUNTRIES WHERE AN ANTI-BUSINESS ATTITUDE AND A DESIRE TO ACHIEVE CERTAIN SOCIAL GOALS HAVE RESULTED IN ILL-CONCEIVED LEGISLATION THAT MAY WELL PROVE COUNTER-PRODUCTIVE.
