THUS WE FIND EVERYWHERE WEAK GOVERNMENTS - WEAK IN THE SENSE THAT THEY GOVERN WITH THE BAREST MARGIN OF POWER AND CAN TOPPLE WITH ANY EROSION OF THEIR POLITICAL BASE. WEAK GOVERNMENTS CANNOT COPE WITH INFLATION OR ANY OTHER COURSE OF ACTION THAT REQUIRES DOSAGES OF BITTER MEDICINE. WEAK GOVERNMENTS ARE ALWAYS EXPEDIENT, RARELY WISE. MANAGEMENT MUST ANTICIPATE CHANGE AND DEAL WITH IT AS BEST IT CAN. WE CAN AND WE SHALL SURVIVE. |
