OUR TAX STRUCTURE HAS BEEN SO SKEWED THAT IT FAVORS CONSUMPTION OVER SAVINGS, AND THIS HAS CAUSED CAPITAL FORMATION TO BE INADEQUATE TO EXPAND OUR CAPITAL PLANT AND TO KEEP IT MODERN IN ITS TECHNOLOGY AND COMPETITIVE IN ITS ABILITY TO PRODUCE AT LOW COSTS. THIS REFLECTS ITSELF IN DECLINING PRODUCTIVITY - FURTHER FUEL FOR INFLATION - AND CREATION OF NEW JOBS AT A LOWER RATE THAN WOULD BE POSSIBLE IN AN INVESTMENT CLIMATE THAT WAS MORE FAVORABLE. HERE THE CONGRESS SEEMS TO HAVE THE PROBLEM IN CLEARER PERSPECTIVE THAN DOES PRESIDENT CARTER, AND THE RECENT TAX LEGISLATION WAS A SMALL BUT INADEQUATE STEP IN THE RIGHT DIRECTION. DECLINING PRODUCTIVITY NOT ONLY RESULTS FROM AN IMPROPERLY CONCEIVED TAX STRUCTURE BUT IT ALSO IS CAUSED IN PART BY LAGGING EXPENDITURES FOR RESEARCH AND DEVELOPMENT. HERE THE UNITED STATES ONCE SET THE STANDARD BUT THIS IS NO LONGER THE CASE. OUR PRINCIPAL COMPETITORS HAVE CLOSED THE GAP AND WE NEED BETTER INCENTIVES AND |
