Show 13. making it virtually impossible to build deep harbors so that we can receive the oil in big tankers at low cost or to build refineries near the ports where the oil will enter. We must be willing to think the problem through, to avoid simple expedient answers to complex problems. Most important of all, governmental action should confine itself to the creation of a framework and a climate in which our society's objectives can be achieved. We should not attempt through government to execute detailed programs in the public sector that can be infinitely better performed by the private sector. I am convinced that the economic system is so complex and our data base about it so inadequate that it will not and perhaps cannot be effectively managed by a centralized authority. Those who think they can do so have an arrogance that cannot be defended either in the light of their performance or out of the lessons of history. In the last analysis we are the government. Congress does not lead - it follows. Even a far-sighted and persuasive President dares not get too far out ahead of his constituents. It is up to us to determine what kind of a role will be assigned to government and what kind of a role will be reserved for the individual. I suggest that we should stop listening to the new breed of grand inquisitors who strike out with charges and accusations unsupported and unsupportable by facts and who are trying to tear down a system that has served us well without being ready to prove that they can provide a substitute system that will serve us better. Let us renew our faith in ourselves and in our ability to gather the facts, analyze the facts, and come out with the right answers. Let us be willing to believe that people are essentially good, inherently intelligent, compassionately concerned, and capable of conducting themselves under a socio-economic system |
