Show 4. What does all this portend, what are we doing about it, and what should we be doing about it? The facts compellingly suggest that we are faced with the prospect of rising energy costs and a dangerous degree of dependence upon foreign sources for our supplies. There is some comfort in the fact that this is also true for our principal international competitors -- Europe and Japan. Only Russia among the major powers is apparently self sufficient from an energy standpoint. However, in contrast to others, the United States' economy has until now enjoyed a competitive advantage in energy and that threatens to disappear. What are we doing about it? Sometimes it appears to us in the field that we're doing everything we possibly can to make the solution of the problem more difficult. The President paid ringing lip service to the problem in his 1971 Congressional message but the administrative agencies and the Congress and the States themselves have thrown in road blocks at every turn -- some in the name of protecting the environment, human health and safety, the free competitive system, the consumer, the national parks, the public lands, and the nation's beaches. In all of this there is an area of proper concern but the time has come to rationalize our national objectives and come forward with a plan that will best serve our national interest and settle our conflicting objectives. We cannot hope to eliminate our dependence upon foreign supplies but by giving attention to these areas we can minimize this dependence and to some extent neutralize its hazards: |
