Show 23. THAT WE MUST IMPORT BECOME MORE EXPENSIVE IN TERMS OF U. S. DOLLARS. CURRENCIES CHANGE IN RELATION TO EACH OTHER WHEN THE RELATIVE RATES OF INFLATION IN THE RESPECTIVE COUNTRIES DIVERGE AND WHEN TRADE IMBALANCES OCCUR. THE UNITED STATES IS EXPERIENCING BOTH. OUR INFLATION RATE IS FAR HIGHER THAN THAT OF WEST GERMANY OR JAPAN, AND THIS CONTRIBUTES TO THE WEAKENING OF OUR CURRENCY. IT WOULD HELP THE DOLLAR IF WE INCREASED EXPORTS BUT HERE AGAIN WE HAVE HURT OURSELVES BY CRIPPLING THE EFFECTIVENESS OF THE EXPORT-IMPORT BANK, BY THREATENING TO REMOVE DISC AND TO CHANGE THE TAX TREATMENT OF INCOME EARNED ABROAD, BY THE FOREIGN CORRUPT PRACTICES ACT, AND BY EFFORTS TO USE TRADE AS A TOOL TO ENFORCE U. S. FOREIGN POLICY OBJECTIVES. THIS HAS CAUSED US TO LOSE BUSINESS BECAUSE WE ARE NO LONGER CONSIDERED IN SOME QUARTERS A RELIABLE SUPPLIER WHEN OUR GOVERNMENT CAN ABROGATE AGREEMENTS ARRIVED AT PRIVATELY AND IN KEEPING WITH THE RULES WHEN THE BARGAIN WAS STRUCK. |
