Show 25. FEWER IMPEDIMENTS TO ACCELERATE THE QUALITY AND THE QUANTITY OF THIS VERY IMPORTANT ACTIVITY. CERTAINLY WE CANNOT REST EASY WITH THE WAY WE ARE USING OR FAILING TO USE OUR HUMAN RESOURCES. WHILE WE HAVE CREATED AN IMPRESSIVE NUMBER OF NEW JOBS, UNEMPLOYMENT IS FAR TOO HIGH AND MUCH TOO CONCENTRATED IN THE YOUNG, THE UNTRAINED, AND THE MINORITIES. IN MY VIEW WE ALSO HAVE FAR TOO MANY PEOPLE IN THE PUBLIC SECTOR WHERE PRODUCTIVITY IS LOW AND WHERE THE DESIRABILITY OF THE BURDEN THEY PLACE UPON THE PRODUCERS IN SOCIETY IS DEBATABLE AND SHOULD BE CRITICALLY REEXAMINED TO SEE IF THE BENEFITS OUTWEIGH THE COSTS. THESE ISSUES AND OTHERS PRESS UPON THE PUBLIC CONSCIOUSNESS BUT EVEN THESE ARE PERHAPS SYMPTOMS OF THE BASIC QUESTION WHICH IS, AS I SEE IT, WHETHER WE HAVE LOST THE ABILITY TO GOVERN OUR SOCIETY FOR THE TRUE BENEFIT OF MANKIND.
