Show Page 4 bring new projects into operation are being lengthened because of extensive requirements for government approvals. Leasing of western coal is still suspended. Immediate acceleration of coal research is required so that technology can overcome the problems inherent in burning much of the coal from substantial reserves already in being. Specific efforts are also needed to expedite development of improved methods for mining coal, converting it for use as a liquid or a gas, and in improving the process for converting coal to electricity. Government policies applicable to other supporting areas also affect coal supply. Rail and water transportation facilities are strained to handle present production and are inadequate to handle expanded output requirements. There is a shortage of technically competent miners and supervisors, and mining engineers. If the very large potential of coal is to be realized, national policies must alleviate these obstacles to coal's growth and encourage an economic climate conducive to much greater investments by industry. As for uranium, regulatory policies continue to cause instability in its markets by delaying construction and operation of nuclear generating capacity. These policies and delays also cause serious increases in capital requirements which, of themselves, impede the growth of nuclear power. The Atomic Energy Commission's announcement of its intention to void present uranium import controls adds further uncertainties and may make the United States dependent on foreign sources of uranium. Government policies pertaining to the nuclear fuel cycle must permit and encourage development and operation of needed facilities by private enterprise in the U. S. in order to attain |
