AT THE MOMENT WE ARE AT BEST AN UNCERTAIN AND UNSURE SOCIETY. WE HAVE BEEN TOO PRONE TO REJECT THE BEST OF THE OLD WITHOUT HAVING SOMETHING TRULY BETTER TO TAKE ITS PLACE. WE ARE IN A PERIOD OF TRANSITION, FOR GREAT CHANGES ARE TAKING PLACE, NOT ALL OF WHICH ARE UNDERSTOOD OR THOROUGHLY RECOGNIZED. 1. A WORLD ACCUSTOMED TO HAVING ABUNDANT RAW MATERIALS FINDS ITSELF FACED WITH A SHORTAGE OF RAW MATERIALS. THIS BASICALLY ALTERS THE RELATIONSHIPS BETWEEN THE DEVELOPED AND THE LESSER DEVELOPED COUNTRIES, FOR THE ECONOMIC BARGAINING POWER OF THESE UNDERDEVELOPED COUNTRIES IS GREATLY STRENGTHENED.
