FOR FOREIGN INVESTMENT DEEMED TO BE IN THE NATIONAL INTEREST, IT IS ABOUT THE ROLE OF FOREIGN DIRECT INVESTMENT THAT I WISH TO SPEAK TODAY, FOR I AM ONE WHO BELIEVES THAT SUCH INVESTMENT IS PART AND PARCEL OF ATTAINING THE KIND OF WORLD ECONOMY THAT CAN BRING THE GREATEST BENEFITS TO PEOPLE EVERYWHERE. SUCH A WORLD ECONOMY REQUIRES FREE AND FAIR TRADE. IT ALSO REQUIRES THE RELATIVELY FREE FLOW OF DIRECT INVESTMENT ACROSS NATIONAL BOUNDARIES. YET RECENT EVENTS HAVE CAUSED THE INVESTMENT CLIMATE IN MANY PARTS OF THE WORLD TO DETERIORATE, WITH THE RESULT THAT THOSE AREAS WHICH NEED MOST THE BENEFITS THAT FLOW FROM FOREIGN INVESTMENT ARE LIKELY TO RECEIVE THE LEAST. ONLY WHEN CAPITAL, TECHNOLOGY, AND MANAGERIAL SKILLS FLOW FREELY ACROSS NATIONAL BOUNDARIES CAN THE WORLD ACHIEVE THE MOST EFFICIENT PRODUCTION OF GOODS AND SERVICES, THE SOUNDEST ALLOCATION OF RESOURCES, AND THE MOST PERFECT INTEGRATION OF NATIONAL |
