Show 22. annually, and we have agreed to dedicate to our customers coal and water sufficient to fuel four such plants. These deliveries would be made under long-term contract with escalation clauses. Until the necessary approvals are obtained, it is difficult to forecast accurately when the first plant will be on stream. Hopefully the first plant could be in operation by early 1978 but this date may prove to be optimistic if administrative delays are encountered in obtaining government permits and plant site lease agreements from the Navajo Tribe. Until the required approvals are in hand, Utah will not include in its backlog figures the dollar value of these contracts.
