THIS IN TURN WILL LEAD TO PRICE PROTECTION FOR THE DOMESTIC PRODUCERS, TARIFFS OR IMPORT QUOTAS. IT ALSO INDUCES MASSIVE RESEARCH AND DEVELOPMENT EXPENDITURES TO FIND SUBSTITUTES FOR IMPORTS OR CURTAIL THEIR USE. ALL THIS REQUIRES MASSIVE AMOUNTS OF CAPITAL FOR DOMESTIC USES AND SUGGESTS RESTRAINTS AGAINST THE EXPORT OF CAPITAL AND PUNITIVE ACTIONS AGAINST THOSE WHO DO EXPORT CAPITAL.
