Show 7. A SYSTEM OF SELF-CONTAINED POLITICAL AND ECONOMIC ENCLAVES -SOME OF THEM WORLDWIDE TO BE SURE - BUT STILL WITHIN THEM PROVIDING TRADE PREFERENCES AND DISCRIMINATORY TREATMENT. POLITICAL CONSIDERATIONS SOMETIMES OVERRODE ECONOMIC CONSIDERATIONS, AND COMPETITION WAS PARTIALLY STIFLED BOTH WITHIN THE COLONIAL COMPLEX AND BETWEEN TWO COLONIAL COMPLEXES. OUTSIDE INTERESTS WERE NOT GIVEN FREE AND EQUAL ENTRY NOR EQUAL TREATMENT WITHIN THE COLONIAL GROUP. NOR WAS COLONIALISM A JUST SYSTEM, FOR "MIGHT" DOES NOT NECESSARILY MAKE "RIGHT". THERE WAS OFTEN A DIVERGENCE OF OPINION BETWEEN WHAT THE MOTHER COUNTRY THOUGHT WAS IN THE INTEREST OF THE COLONY AND WHAT-THE COLONIALS THOUGHT WAS IN THEIR OWN BEST INTEREST. CERTAINLY THEY WERE NOT EQUAL PARTNERS NOR POSSESSED OF EQUAL BARGAINING POWER. IN SOME CASES THE RESOURCES AND PEOPLE OF A COLONY WERE EXPLOITED AND A "FAIR SHARE" OF THE BENEFITS OF DEVELOPMENT |
