MUCH OF THIS SUBSTITUTION MAY BE WELL INTENDED AND BE REPRESENTED AS A NECESSARY PART OF THE CENTRAL PLANNING FUNCTION BUT IT CAN ALSO BE AN EXTENSION OF NATIONALISM, AN INTERFERENCE IN GENUINE BARGAINING, AND A WAY OF DISCRIMINATING AGAINST THE FOREIGN NATION. GOVERNMENTAL CONTROL OF EXPORT LICENSING IS A CASE IN POINT. WHERE A SINGLE NATION IS A MAJOR SUPPLIER IN THE EXPORT MARKET, EXPORT LICENSING CAN BE AS EFFECTIVE AS A CARTEL IN RAISING PRICES ARTIFICIALLY OR IN ALTERING INVESTMENT FLOW BY DETERMINING WHICH COMMERCIAL ENTERPRISE CAN PROCEED AND WHICH WILL |
