The reported experience of Cerro in attempting to negotiate with the Peruvian government does not inspire confidence in undertaking a similar negotiation. But Marcona could bargain with the Peruvian government from a position of greater strength. It has negotiated a deal with the Japanese to finance the construction of 3. 8 million tons of additional pelletizing capacity, subject to final approval of the Peruvian government. It also has the added protection that comes from the fact that the mining operation, as an iron ore mine, is dependent upon ocean shipping being made available to it at favorable rates. Finally Marcona is in the unique position that its assets would have a higher value and higher earning power today |
