Show government level. Private philanthropy is a peculiarly American institution. In no other country do the individual citizens demonstrate the same degree of concern and compassion for the less fortunate. Only here in the United States have good people combined their efforts voluntarily to give of their time and of their substance to help in a truly meaningful way their neighbors who need help. Elsewhere in the world this role has been left largely to the cold, impersonal and heavy hand of government.
