We are convinced that what Utah is doing and hopes to do are in Australia's best interests and we expect that we can in time convince any Australian government that this is so. Another area of concern is the impact of various laws and regulations concerning the environment. The problem is not serious for Utah's own mining operations but the customers to whom we sell have faced serious problems. The utility companies in the Four Corners area have undertaken new and sizeable investments to put antipollution equipment on the generating stations to reduce stack emissions. Steel companies that once paid a premium for sinter feed with a high sulfur content now find this product unacceptable, and Marcona has had to modify its beneficiation facilities to reduce the sulfur content of the iron ore products that it ships. But the most serious problems are those encountered by the copper smelters. Depending upon the regulations finally adopted some of the smelters may ultimately choose to shut down and even now they are achieving compliance by curtailing their operations and in effect reducing their capacity. It is quite conceivable that shippers of copper concentrate may be faced with the necessity of either making an investment in new smelting facilities or participating in the additional investment at existing smelter facilities which is required to bring those facilities up to the new standards. All of this suggests that smelter costs and charges will be higher and that there could be an impact on the net prices received for copper concentrates.
